Is RPL the same as completing a training course?

Does this qualification cover civilian blasting or shotfiring?
This qualification is part of the DEF Defence Training Package and is primarily focused on explosive ordnance within a military or defence services context. While there may be some overlapping skills, civilian blasting typically requires different qualifications and state-based licensing.
